A woman was arrested after two kids were found going house to house asking for food in Harlan County.
Loyall Police say the children reportedly told neighbors that they were not allowed in their house.
When the officers got there they said they found very little food inside the house and the kids told them Evelyn Galloway, 51, had hit them with a broom and a stick. Both children had injuries consistent with being hit.
Police say the girl had marks on her neck and stomach while the boy had a mark on the back of his head.
Officers say one of the children also told them Galloway, a man named James Walker and another woman all smoked marijuana in the house the night before.
Police say Galloway told officers she smoked outside, however, the other adults smoked inside around the children.
They said Galloway also had marijuana in a cigarette pack and inside her purse.
Police say Galloway was not supposed to be watching the children due to previous cases of abuse.
Galloway was charged with possession of marijuana, endangering the welfare of a minor, second-degree criminal abuse of a child 13 or under and second-degree wanton endangerment.
He was also charged with theft of services and second-degree criminal mischief because the electricity had been disconnected from the house but Walker allegedly hooked it back up on his own. Police say Walker stole electricity from Kentucky Utilities and tampered and damaged their equipment.
